Québec Family Sponsorship

If you are a Canadian citizen or a landed immigrant residing in Québec who is at least 18 years of age wishing to sponsor a near relative, you may sponsor the family member provided that he belongs to the family class and that you satisfy the prerequisites.

A Québec resident may sponsor a person in the family class category:

  • his or her spouse, common-law spouse or conjugal partner 16 years of age or over;
  • a dependent child;
  • a child whom he or she intends to adopt;
  • his or her father, mother, grandfather or grandmother;
  • his or her sister, brother, niece, nephew or grandchild provided that the latter is an orphan under 18 years of age who is neither married nor a common-law spouse.

MRCI imposes the following prerequisites to sponsor:

  • You must have complied with all previous commitments and repaid all of the amounts due if the person you sponsored received special allowances or financial assistance of last resort (social aid).
  • You must not receive financial assistance of last resort (social aid) except allowances by reason of your age or a disability that creates obstacles to employment that are serious, permanent or of indefinite duration.
  • Over the past five years, you must have complied with obligations arising from a judgment ordering you to pay alimony. If not, you must have repaid all outstanding amounts.
  • You must not have been convicted of a sexual offence or personal tort against a relative or one of your spouse's relatives unless you were acquitted or rehabilitated or finished serving your sentence at least five years ago.
  • If you sponsor relatives who are not part of your immediate family (your father, mother, grandfather, grandmother, a dependent child who has a child or a near relative who is a minor and an orphan), you must show that you have had at your disposal for at least 12 months and continue to have at your disposal sufficient financial resources for the duration of the undertaking (see financial standards).
  • You must not have been subject to a removal order or detained in a penitentiary or prison.
  • You may not sponsor a spouse, common-law spouse or conjugal partner under 16 years of age.
  • You must ensure that the sponsored person signs the declaration attesting that he fully understands the nature and scope of the undertaking.

The process:

The following information applies to applicants seeking to sponsor close relatives and establish in the Province of Quebec. If you intend on living outside Quebec (another Canadian province), please consult the federal sponsorship section.

At first, as the Canadian sponsor, you must submit an application to Citizenship and Immigration Canada (CIC). If your sponsorship application is admissible, CIC will send your file to the MRCI (Quebec immigration authorities) which will send you additional forms to complete (undertaking, application for Quebec Selection Certificate, etc).

If your application is accepted, you will receive copies of your approved undertaking application and a Québec Selection Certificate (CSQ). At that point, the file will return to the Canadian immigration authorities for medical examination and security check. If there is no problem, the permanent resident visa will be issued.
